Why is the Basque Country not included in "Dependencies and other entities"? I understand it is a cultural region and falls under both Spain and France. I don't understand how the the general template connects to individual templates, but there is a template for "List of political scandals in Europe" (e.g. at the bottom of List_of_political_scandals_in_the_United_Kingdom) that is mostly redlinks.
