3 / 4 / 5 / 6 Has part of its territory in Asia / North America /South America / Africa.

The point of the template is not to include every international organization in Europe, nor to include just enough international organizations so they cover every European country. The EU is different from most other organizations because it has its own parliament and can create laws for its member states and is actually partially sovereign (at least, if I read the last post here correctly). In any case, since this template transcludes the general navbox Template:Europe topic, addition of entities must be done there and will affect all kinds of navboxes. It should have been automatically included but didn't because Template:Europe topic checked for existence of Flag of Sovereign Military Order of Malta instead.
