Purpose of use in article (WP:NFCC#8)	This the most characteristic photo from Kessel's photo-burst accurately depicting the defining moment of modern Greek history, the beginning of the "dekemvriana", exactly at the moment the Greek and British troops start shooting against the unarmed Athenian demonstrators (~300.000), just 3 months after the Germans had retreated from the country, on 3 December 1944. This episode was the major cause of the 3-year Greek Civil War that followed, some 1 and half years later. The British commander Woodhouse had suggested that shots were first fired by the demonstrators, and then the police retaliated the shootings. This photo of the dispersed head of demonstration clearly shows un-armed plain-clothed civilians lying on the ground dead or wounded, and other fleeing for their lives - but no one resisting or fighting back. Also the crowd does not seem to posses any guns - The only visible guns are those at the hands of the government soldiers. Finally the photo depicts the uniforms of the soldiers laying down the pavement, which in combination with other photos depicting Athens's central square hours before and after the events, is important for establishing the nationality of the shooters (WP:NFCC#8).
Not replaceable with free media because (WP:NFCC#1)	WP:NFCC#1, non repleaceable; it is unfortunate that there are no other photos or films, free or non-free, depicting the exact moments when the shootings started. They are either hours (not any in the category you linked though) or days later, during the 2 months after the shootings.
Minimal use (WP:NFCC#3)	Low-quality scan (380x260) - it would be impossible to distinguish uniforms in lower resolution. For use on the Wikipedia articles about Dekemvriana and Greek Civil War (all languages).
