The following events occurred in November 1965:
Nov. 1—Officials from 31 nations, including the U.S. and the U.S.S.R., reach agreement in Bangkok on a charter for $1 billion Asian Development Bank. The proposed charter will be submitted for final approval to the U.N. Economic Commission for Asia and the Near East.
New York, Nov. 22—Taking its cue from President Johnson's 'war on poverty' in the United States, the United Nations General Assembly today declared 'war on want' in all continents. It set up to that end—with only Soviet bloc members dissenting—a United Nations Development Program which will depend on Washington for at least 40 per cent of its funds and operate under the direction of Paul Hoffman, an American industrialist.
