The Chinese culture, some people, need to figure out some common sence. What ever happened to a ticket or warning.
People with authority seem to rule like the old days. Here in America, that guy with the saw should get fired for just being stupid. Here in Hawaii a few of the boys would later teach him what we call respect.
Even though I spend months every year in China, I do remember I am not in God Bless the USA anymore.
It is legal to surf at this beach, just make sure you do not piss off the locals......... aloha
